Commuters and visitors to Oxford are set to benefit from free Park & Ride bus travel and a host of new and improved bus routes, as the city gears up for a temporary congestion charge aimed at tackling gridlock.
The Oxford Bus Company, working with Oxfordshire County Council through the county’s Bus Enhanced Partnership, has announced sweeping changes designed to boost reliability, reduce congestion, and make public transport more attractive.
Free Park & Ride Travel
From 29 October 2025, anyone using Oxford’s five Park & Ride sites (Pear Tree, Oxford Parkway, Seacourt, Redbridge and Thornhill) will be able to travel into the city centre for free for an initial three-month trial.
Passengers simply need to show their valid parking ticket to the driver to claim a free return journey to any Oxford destination. The initiative coincides with the launch of a temporary congestion charge, aimed at improving bus speeds and traffic flow across the city.
If successful, the free Park & Ride scheme could be extended beyond its pilot phase.
Network-Wide Service Improvements
The Oxford Bus Company says traffic modelling linked to the congestion charge will allow it to save seven vehicles from city duties and redeploy them to reinforce routes most affected by congestion.
The first wave of improvements will launch from 9 November, including faster, more frequent and extended services across Oxford’s suburbs and key employment hubs.
Key updates include:
- Service 700 – Will run every 20 minutes Monday–Friday and every 30 minutes at weekends, connecting Kidlington to Blackbird Leys.
- Service 300 (Redbridge Park & Ride) – New stops added at Lake Street, Abingdon Road, responding to local feedback.
- Service 100 – Operating every 20 minutes weekdays, every 30 minutes evenings and weekends.
- Service 500 – Boosted to every 10 minutes on Saturdays for better orbital connectivity.
- New Service 20 – Restores links lost to congestion, running every 40 minutes from Rose Hill → Iffley Road → The Plain → St Clements → Morrell Avenue → Gipsy Lane → John Radcliffe Hospital → Marston Road.
- Service 5A (Oxford–Minchery Farm) – Frequency increased to every 20 minutes weekdays, with evening services doubled to every 30 minutes.
- Services 3 / 3A – Extended to Oxford Rail Station, giving direct access from Iffley Road. The 3A will now serve Cowley Lidl instead of Templars Square, with that link covered by Stagecoach 600.
Improved Access to Hospitals
Several upgraded routes will improve connectivity to John Radcliffe and Churchill Hospitals, including enhancements to Thames Travel’s H2 service, which runs between Carterton and Thornhill Park & Ride via Witney, Eynsham, Oxford North, Summertown, Headington, and both hospitals.
Peak-time frequencies and weekend timetables on the H2 will also be strengthened.
Late-Night Travel Options
A brand-new N3 night bus will serve Iffley Road from Monday to Saturday, giving residents a safer and more sustainable way to get home after dark.
Meanwhile, services 6 and 8 will move to every 20 minutes on Saturdays, aligning supply with weekend demand.
“Fantastic news for passengers”
Luke Marion, Managing Director of the Oxford Bus Company, said the changes show how congestion reduction directly benefits public transport:
“This is fantastic news for bus passengers and our network.
We’ve worked closely with Oxfordshire County Council to identify the best ways to improve the network following the decision to introduce temporary congestion charging. The result is a significant round of improvements that show what can be achieved when buses move more freely through the city.”
He added:
“The free Park & Ride ticket offer is a pilot scheme — we’d encourage people to use it so it can be a success and extended.”
Building a Better Bus Network
The changes will improve connections across Blackbird Leys, Cowley, Headington, Barton, Marston, Abingdon, and Kidlington, ensuring more frequent links between residential areas, business parks, and key destinations.
Many other city routes, including the 3, 3A, 5, 5A, 8, 11, 15, 100, 300, 400, 500, 700, ST2 and X3 will see improved timetables and faster peak-time journeys.
Park & Ride parking remains £2.50 for up to 16 hours, with electric charging, toilets, and security at all sites.
