Work on the A4130 Steventon Lights transport scheme is scheduled to continue into late 2026. The latest Oxfordshire County Council update describes construction on the road’s north side after the traffic layout changed on 12 August 2026.
This report was originally published in November 2025. Its initial night-work dates and Christmas arrangements have expired. Before travelling, check the council’s scheme updates and one.network, and follow signs at the works. The map below records the original diversion and must not be used as confirmation of today’s access.
What the latest council update says
The council says two-way traffic will be maintained on the A4130, with temporary signals used as required. Its programme lists the south-side phase ending in June 2026 and north-side work continuing until late 2026. The new southern footway is available, with temporary crossings; bus stops remain by Trenchard Avenue.
The update also describes changes to temporary signals at Milton Hill from mid-September. Temporary speed restrictions apply. These are construction arrangements rather than a guarantee of an unchanged route on any particular day.
Trenchard Avenue: distinguish the original diversion from current access
The council’s November 2025 announcement said construction would begin on 17 November. It set out exit-only access from Trenchard Avenue to the A4130 until 19 December, followed by closure of that connection from January 2026 for the remaining construction period, with a diversion via Milton Hill.
That was the announced programme. We have not independently confirmed the junction’s access arrangements on 16 October 2026, and the latest scheme page’s sentence about Trenchard Avenue is incomplete. For a journey that depends on using this access, check the current signs and contact the project team rather than relying on the old timetable.

What the scheme is intended to improve
The project adds an eastbound bus lane between the Steventon lights junction and Milton Interchange, alongside walking and cycling improvements. The original announcement described upgraded junctions at Steventon High Street and Trenchard Avenue, new crossing facilities, bus shelters, passenger information and cycle parking.
In that announcement, Councillor Judy Roberts said: “The project will also improve safety for all road users with new crossings and signals”. The council’s stated aim was to improve bus reliability and support travel to the growing Science Vale employment area.
The project distinguishes a cycleway and footway. The earlier three-metre description did not clearly explain the separate walking and cycling provision and has been removed.
Budget and completion target
On 18 November 2025, the county council’s cabinet approved a budget increase from £10.8 million to £13.318 million. The council identifies City Deal, Housing and Growth Deal funding and developer contributions as the funding sources.
The published programme still gives late 2026 as the main construction finish. This is a target, not confirmation that the works have been completed.
Location and further updates
The location map identifies Trenchard Avenue. It does not show live closures or provide a diversion route.
For questions about access, the project team’s published address is steventon.lights@oxfordshire.gov.uk. The council also links to one.network for roadworks information.
Update, 16 October 2026: the initial 2025 timetable has been replaced with a dated summary of the council’s newer information. The historical diversion map is labelled accordingly, the walking and cycling description has been clarified, and the original paraphrased quotation has been replaced with the council’s exact wording.
